Minutes from Tecumseh Township Meeting - July 10, 2017
The July Monthly Meeting was called to order at 7:00 PM by Supervisor Curt Brown.
The Pledge of Allegiance was made followed by welcome to guests. An opportunity for guest comments was given. Paul Slavinski asked if the Township's Website listed our regulations and zoning regulations. Pat Lamb answered that currently we do not have these regulations on the Website due to the large amount of material contained in them. After some general discussion, the consensus among the Trustees was that we should re-visit this in the future. No formal action to be taken at this time.
Minutes from May 8,2017 and June 12, 2017 meetings were reviewed and a motion to approve said minutes was made by Pat Lamb; seconded by Rick Bunch and the motion carried.
Treasurer's report reviewed and placed on file.
Bills were presented by Rick Bunch. Motion to approve payment was made by Gerald Coulter and seconded by Pat Lamb. The motion carried.
Building Permits were presented and placed on file.
Old Business:
Progress of the re-appraisal by Amanda Lacelle was reviewed. Per Curt Brown, she is moving at an acceptable pace to meet deadline imposed by State of Michigan.
Tim Voorhees situation was discussed. Trustees made aware of situation in which Clinton Township has announced plans to recover some of the costs of the re-assessment by going after any liability insurance Voorhees might have carried in his capacity as assessor. Curt Brown stated that he does not think that Tim had such coverage. Trustees also made aware that Tim Voorhees and his spouse have filed for bankruptcy protection.
We also discussed the potential effects of the State of Michigan's assumption of our Tax Rolls until the Township meets their requirements for corrective actions. There are some areas of concerns such as potential costs or fines by the State during this period. Rick Bunch suggested that we closely watch this situation especially any cost associated with the State of Michigan's administration costs and billing associated with this action. Curt Brown responded that he and Amanda Lacelle will be monitoring this closely and will provide updates to the Trustees.
Gerald Coulter suggested that we invite Amanda Lacelle to an upcoming meeting to let the Trustees meet her and allow us to ask questions about the re-assessment process. Paul Slavinski asked to have her give us an idea of how the SEV's are trending with the re-assessment. Curt Brown will set up a meeting at a future meeting to bring her in. Curt informed the Trustees that there will be a July meeting of the Board of Review on July 18th to address any holdover or new issues. It will take place at Tecumseh City Hall at 12:00.
New Business:
A motion was made by Curt Brown to set the tax rate request to be levied at .8066 for operations and .9934 for Public Safety. Seconded by Bunch and motion carried.
Brown made motion to pay 2017 dues of $197.00 to River Raisin Watershed Council. Motion seconded by Coulter and passed. Gerald Coulter reported that Lenawee County will hold an election in November 2017 to ask for a millage increase. It is doubtful that the new voting equipment will be available or adequate staff training completed in time for this election. Curt Brown directed Mike Brooks to send out two letters to Tecumseh Township property owners advising them to cut grass and clean up property.
Gerald Coulter made a motion to adjourn the meeting. It was seconded by Curt Brown: motion carried. Meeting was adjourned at 7:55 PM.Curtis L. Brown,
